This is a repeat of #31398, which seems to not have been fixed in the current version. $_FILES["file"]["name"] truncates everything before a single quote in a file name.

eg. "Bob's Work.doc" becomes "s Work.doc"

btw this bug only happens when magic_quotes_gpc is on. When set to off this problem does not occur

This is unavoidable, if you don't want names to be cut-off, disable magic_quotes.
