1. The back button gives you the form contents back.
2. I have contacted the mirror maintainer, since there seems to be some mirror specific problem on de2.php.net (we have quite a few notes submitted in the past hours, although de2.php.net is obviosly unable to post new notes)

de2 has been tested, it works fine now. 

As for the others, the notes system was disabled for awhile due to spam issues... but it's all better now.
