Description:
------------
I see, the note number is getting changed in the manual. This is very hard to provide link to that note, when we refer it--especially in c.l.php discussions. I wish, the note number to be fixed.

Say for example, when I provide this link http://www.php.net/preg_match#30834 to someone else, they should get the same note. This is not happening as the note number gets changed.

The note numbers *are not getting changed*. Notes get removed and rejected, but existing note numbers are not getting changed... Maybe you submitted a note twice and one was deleted, and the other one was left?
