upgrading from 4.3.10 -> 4.3.11

Server: Website 3.5 
Server API: isapi

php folder C:\php
path includes c:\php
PHPRC = c:\php
C:\WINNT doesn't have any files with php in their name.

installed 4.3.11 by
renamed c:\php to php-4.3.10
unzipped the 4.3.11 binary zip package for windows file
renamed the 4.3.11 folder to php
copied php-4.3.10\php.ini to c:\php
restarted WebSite
opened up http://server/info.php -> "No input file specified"

switched back to 4.3.10 by
renamed c:\php to php-4.3.11
renamed php-4.3.10 c:\php
restarted WebSite
opened up http://server/info.php -> normal info

Reproduce code:

Expected normal phpinfo() output, as per its behavior in 4.3.10
