The php.net webserver sends a Content-Type of text/html;charset=utf-8 for http://www.php.net/manual/de/ 
That page clearly is not in utf-8 encoding but rather ISO-8859-1 (or similar).

I've the same problem, in polish documentation server sents Content-Type: text/html;charset=utf-8, altough docs are encoded in iso-8859-2

German documentation rebuild, it's okay for now.

All languages configured to use utf-8, but not all languages built with that character encoding last time. That languages (including pl) needs to be rebuilded, but this is a slow operation. So please be patient.

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same.
