Shortly after originally submitting this but I checked the indicated page again, and it was functional with a new version.  I visited this new version a grand total of once, and now the internal server error is back.

It's Apache misconfiguration issue. Admin of this mirror should be advised to read mirroring page (RemoveHandler var should be set).
