I downloaded the file from one your mirrors and
the ini file is missing from the downloads. How
am I suppose to configure this system now?

you can use the .ini-file from php-3.0.11-win32 . simply backup your 3.0.11-
files and put the files of the new php-3.0.13 over it. that should work.
