Description:
------------
Even when a mirror is down (in this case pt.php.net) the download page keeps redirecting there, without giving the user the ability to manually select a mirror... This ends up in beeing virtually impossible to access the mirror selection page (unless obviously by means of the use of a proxy) ;)

Reproduce code:
---------------
from Portugal:
in http://www.php.net/downloads.php clicking:

http://www.php.net/get/php-4.3.10-Win32.zip/from/a/mirror

Expected result:
----------------
mirror selection page

Actual result:
--------------
ERRO

We do try to disable mirrors as soon as possible if they are not available, but it is not possible to monitor their state in every minute. You can still choose a mirror yourself on the http://php.net/mirrors.php page, or you can set a mirror yourself on the My PHP.net page, so a random mirror will not be choosen in case some redirection is needed.
