I compiled PHP4 beta 3 with:
./configure --without-gd --with-ftp --with-mysql=/usr/local/mysql --with-dbase --enable-sysvsem --enable-sysvshm --disable-debug --enable-track-vars --enable-magic-quotes --enable-discard-path

and placed it in /usr/local/bin/php4

I have a script hello.cgi
#!/usr/local/bin/php4
<?php
echo "hello";
?>
which if I execute from the web, I get an error 'No input file specified'

However if I execute it with 
/usr/local/bin/php4 hello.cgi
then it works fine.

We are sorry, but can not support PHP 3 related problems anymore.
Momentum is gathering for PHP 5, and we think supporting PHP 3 will
lead to a waste of resources which we want to put into getting PHP 5
ready. Ofcourse PHP 4 will will continue to be supported for the
forseeable future.
