parse_url() returns an error when it's trying to parse something like "*:///*" where "*" is any string.

Reproduce code:
---------------
$a = parse_url('http:///www.php.net');

Expected result:
----------------
["path"]=> string(11) "http:///www.php.net"

Actual result:
--------------
parse_url(http:///www.php.net) Unable to parse url
