Very simply, the function memory_get_usage() does not exist in the Windows versions of PHP.

Reproduce code:
---------------
<?php
echo memory_get_usage();
?>

Expected result:
----------------
An integer of some size.

Actual result:
--------------
Fatal error: Call to undefined function: memory_get_usage() in C:\PHP_Quick_Scripts\memory.php on line 2

Our windows binaries are not compiled with --enable-memory-limit.
