I'm attempting to compile php as an apache module with the following configuration:  ( as in bug #2743 PHP 3.0.12 ) with apache 1.3.9

./configure --with-mysql --with-apache=../apache_1.3.9
make
make install

cd ../apache_1.3.9
./configure --prefix=/www --activate-module=src/modules/php4/libphp4.a

make
