allow_url_fopen is listed as being configurable only in PHP_INI_SYSTEM

In previous versions we were able to configure on a PERDIR basis, inside .htaccess files.  Several production sites had problems upon upgrading from php 4.3.4 to 4.3.8.

Was this a mistake or intentially changed to PHP_INI_SYSTEM?

Will other options be locked down in this way? Was there advance warning and I missed it?

Reproduce code:
---------------
.htaccess file with following line:

php_value allow_url_fopen 1

or

php_value allow_url_fopen On

Expected result:
----------------
php option allow_url_fopen would be enabled.

Actual result:
--------------
allow_url_fopen remains disabled, which is the setting in the global php.ini.
