As of PHP 4.0B1 both functions are binary safe. 
Additionally both functions accept 2 optional integer 
parameters that can be used to define the starting position 
and the length of the string to examine. 
 
ex.  
strspn("foo", "o", 1, 2); == strspn(substr("foo", 1, 2), 
"o");

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
