I'll build a new version sometime soon at the beginning/middle of the next month. It needs a Windows machine and quite some preparation to do. I have no Windows machine and no adequate time currently.

It is now in distributions/manual, so it is downloadable as http://www.php.net/get/php_manual_chm_12.zip/from/a/mirror

It would be probably good to not include the sequentially increasing build number in the file name in the future, so it is easier to update.

Last time Andy put that file there manually if I remember correctly, but it was in Sept 2003, so it was quite a long time ago. It would be a much needed update, to get a new version out.
