I would like to see a feature to limit the number of simultaneous PHP-as-CGI processes, maybe per user.

That's already handled (appriately so) in the webserver.  Check your webservers documentation for how to implement.

I did not find any way to limit this in Apache, and this problem really worries me. So if you know anything, PLEASE let me know!
