I install PHP to c:\php and copy php.ini to c:\windows. when i call phpinfo() function, it prints: Configuration File (php.ini) Path  C:\WINDOWS
My php.ini file is in this dir. 
When i do this on windows 98, all is ok.

Its file permissions issue, not a PHP bug.
