Php works well in version 3.11 for windows, but when I migrate to php4 vers. 2 or vers 3 the include_path didn't work.

Please try RC2. This should be fixed. Also make sure your php.ini is being opened (it should be in your Windows directory).
If you still have a problem please open a new bug report.
