the name of  the dll "iconv.dll" conflicts with the "iconv.dll" from the windows version of GTK - what this means is that i have to rename the php version of iconv.dll to something else every time i want to use GIMP on windows.
I am letting the people over at http://www2.arnes.si/~sopjsimo/gimp/ know as well, since it could be their problem.

This isn't really PHP bug, rather a manifestation of windows "dll hell". This               problem is no longer present in PHP5 since we use static iconv library.

We have removed this problem from PHP5, thank you for your support and interest in php.
