the failed calls of `touch` and `chmod` print warnings to browser instead of raisung an PEAR error.


Suggest:  
change (lineno 157)
       touch($file);
to
       if (!@touch($file)) {
           return $this->raiseError($php_errormsg);
       }
and    (lineno 160)
       chmod($file, $mode);  
to
       if (!@chmod($file, $mode)) {
           return $this->raiseError($php_errormsg);
       }
