when use mod vhost in apache1.3.x  
like this 
<VirtualHost  61.145.112.42:80>
<Directory /home>
  php_admin_value open_basedir /home
</Directory>
..
</VirtualHost>

<VirtualHost  61.145.112.42:81>
..
</VirtualHost>

open_basedir will affect sometimes in all the virualhost after one day or more runing ( this bug appear since php4.3.0 and php4.2.2 is ok)

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same.
