Maybe you should make the underlying sourcecode of the PHP-website not too tricky, to make at least the download-links work. Got some URLs like: http:///get/php-4.3.2-Win32.zip/from/this/mirror. What was missing was the name of the mirror.After changing it to http://de3.php.net/get/php-4.3.2-Win32.zip/from/this/mirror the download started.

This must be a browser issue. 
 
If you took a look at the source of that page you will find 
something like 
/get/php-4.3.2-Win32.zip/from/this/mirror 
 
and the browser will add the mirror url in front of it 
like http://de3.php.net/get/php-4.3.2-Win32.zip/from/this/mirror 
 
and it seems you browser is messing it up. 
What browser are you using? 
does everything else on php.net works fine?

This problem is fixed in the website code, and it will propagate to mirror sites in a few minutes / hours, depending on their setup. Thanks for the report. For now you can use any other browser than MSIE to download PHP, as only MSIE had problems with the downloads.

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same. Because of this, we hope you add your comments
to the existing bug instead.
