The php.ini file has several DLLs listed in the Windows Extensions section even though the DLLs in question don't exist in the extensions directory:

We are talking about development snapshots here. Some the extensions don't compile at the moment, some have been removed, etc. All of that is going to be fixed before the final release. No need to open a bug report about it.
