When configuring adding --enable-mssql does not appear to do anything. I can go manually change the configure script to THINK I put it in the configure command line. (Change the PHP_MSSQL=no to PHP_MSSQL=yes, and default the option to yes).

If I do that everything works like a champ, however if I don't php skips right over mssql.

I'm using freetds-0.61 with the following configure command:
./configure --enable-msdblib --with-tdsver=7.0 --with-unixodbc
