I have the same problem, except I am running on linux Suse11.

I can run this code from the command line with no error showing
that PHP5 has the odbc Calls.  But, for some reason Apache
when running PHP as a module libphp5.so it doesn't work, and 
none of the odbc php functions work. But, as I said the same
code works fine from the linux prompt.

 PHP Fatal error:  Call to undefined function odbc_fetch_array()
