Somewhat related to #18640, but I thought sufficiently different for a new report.

Installed the latest stable 4.3.2 on my Windows test server from the Zip snapshot -- on attempting to enable the OCI8 extension I get the error:

  "The procedure entry point OCILobFreeTemporary could not be located in the dynamic link library OCI.dll" (sic)

You just have too old oracle version installed.
And this is under windows. So the configure fix for #18640 did not work. I checked the sources..this should have happened to you even with PHP 4.3.1 ?

You need Oracle client version 8.1 or later for PHP oci8 extension to work on Windows.

The manual should have a note that version 8.1 or later is 
required on Windows.

OK, thanks for that -- until recently, my test server has been stuck on PHP 4.0.(mumble) and working fine, so I guess I've just got an older version of the Oracle client libraries.
