I have read all the installation documents and web pages I can find I cannot find a reason why this happens. Can anyone help.

Please try using this CVS snapshot:

  http://snaps.php.net/php4-STABLE-latest.tar.gz
 
For Windows:
 
  http://snaps.php.net/win32/php4-win32-STABLE-latest.zip

And make sure you have working 'sed' in your system..GNU sed should be fine.
