In the tar/gz bundle, I consulted INSTALL to determine
how to proceed.
--with-apxs assumes that installation is with Apache 1.
but that assumption is not documented.

Please mention that --with-apxs should be used with 
Apache 2.  or better yet, make apxs2 be the default.

You might also consider using the install
instructions at http://dan.drydog.com/apache2.html.
They helped me immensly. Having post-install sanity
checks such as he provides in steps 11 - 13 where 
most helpful. 

If somebody needs to read the INSTALL, then they don't
know a lot about options, so a little extra info on
configuring and how to check their install would make
PHP easier to use for a first timer, even one experieced
in many other Apache projets

At the top of INSTALL is a big STOP! and a link to the online docs for updated instructions, you never tried, I guess;-)

btw. the link you mentioned raises an 404.

I think the docs should be OK, check it out.
If you have any comments on the docs feel free to give feedback within this bug report.

Only closing this bug not as bogus, because in INSTALL an explizit link to apache2 install instructions maybe provided.

Would it be possible to say that in particular,
this documentation in not valid for Apache2,
refer to the web site?

This bug has been fixed in CVS.

In case this was a PHP problem, snapshots of the sources are packaged
every three hours; this change will be in the next snapshot. You can
grab the snapshot at http://snaps.php.net/.
 
In case this was a documentation problem, the fix will show up soon at
http://www.php.net/manual/.

In case this was a PHP.net website problem, the change will show
up on the PHP.net site and on the mirror sites in short time.
