I tried all web servers for windows but all the have the same problem:
The php quees are not avilable 
I've made a test file :
<?php
echo "you wrote $name";
?>
and name it test.php and run it (localhost/test.php?name=something) and it gaves me an error i cant sent the values for the variables to the script!!!

In PHP 4.2.0, the 'register_globals' setting default changed to
'off'. See http://www.php.net/release_4_2_0.php for more info.
We are sorry about the inconvenience, but this change was a necessary
part of our efforts to make PHP scripting more secure and portable.

turn on register_globals if you want to access GET/POST/COOKIE variables like you did in your example.
