One would expect that editing a submission would remove the original submission and replace it with the new one. It looks silly to have two copies of the same bug posted because I wanted to change the OS from mine to "All". I would suggest that if a submission is edited before someone replies, that it replace the previous submission. If someone replies, or the status changes, then disallow submission editing, and instead allow additional comments by the author (and developers) only.
