Your proxy seems to be broken.
I have tried exactly the same mirror on Linux and Tru64
and could not reproduce this.

That wget seems to be a bit buggy, it removes the double // from the QUERY_STRING. The URL spec does not forbid having two // (encoded) in the QS...
