Configure script completes successfully, however when I do a make I find out that subdirectory libzend contains no Makefile and aborts.  Looking into config.log in libzend dir, I find that the problem is that I do not have flex installed and configure defaults to -ll which I am assuming is the lib for lex which does not exist either.  This causes the libzend configure script to bomb out without creating a Makefile.  I would think the main configure script should abort at this time and tell the user that neither flex nor lex is installed.

The f?lex test was written by the automake people. You might submit a bug report about AM_PROG_LEX not working on your system.
