The popen() function just calls php3_ini.sendmail_path when
sending email under Linux ... neewer sendmails require that
the recipient names be specified on the command line as
well as being in the To: line ... under my system, calls
to mail were failing ...when I checked the log, I saw that
the nrcpts value for sendmail was 0 even though I was
passing a valid recipient name.  The sendmail in my
php3.ini is

sendmail_path = '/usr/sbin/sendmail';

I am not a great C programmer, so I won't send in the
code I used at home to fix this problem cause I am sure
it is not the most efficient / pretty code ;).

Plz provide documentation for your statement:
"neewer sendmails require that the recipient names
be specified on the command line as well as being
in the To: line". This is not true as of 8.9.3. Perhaps
you should define "Newer".

A few things to check:
Some linux distros provide exim and symlink it to 
sendmail.

Is this a configuration issue?

NOTE: nrctps = 0 may not mean anything. I have almost 2000
successful emails sent with nrcpts=0.
