Did you use setlocale()? strtoupper should work correctly, if your C library supports internationalization.Try to call

setlocale(LC_CTYPE, "fr_FR");

before you use strtoupper().

Well, will it work whit the PHP Version for NT (Win32) ?

Im developing in Linux rightnow but after it will be moved on a NT Box.

For each command, there should have description on system requirement.  Would be helpfull
