Hello,

as httpd admin by a ISP I would like to set up some per-web configuration variables that could not be changed by users maintaining the web. Therefore, it would be best to allow to define those variables in VHost section. 

I do not understand why VHost variables are at the same level as .htaccess - user can often change .htaccess, but never a VHost section.
