(apache with php as module)
If you set :
magic_quotes_runtime(TRUE);
at the beginning of a script ( even if you set :
magic_quotes_runtime(FALSE);
at the end of your script  )
and if the script fails ( if somebody press STOP in
I.E for exemple ) then THIS apache process (but not
the others) keep magic_quotes_runtime=TRUE :-(

This bug was fixed in CVS (in June :), and the fix will
be in PHP 4.2.3, try this snapshot:
