Dear PHP Team,

The configure --help command produces a message that
includes the followin:

   --disable-url-fopen-wrapper Enable the URL-aware fopen wrapper that allows
                              accessing files via http or ftp.

I assume that this option *disables* the fopen wrappers,
although the description claims the opposite.
