First. I've run configure with this option
./configure  --with-apxs=/usr/local/etc/httpd/bin/apxs --with-shared-apache=/usr/local/src/apache_1.3.6 --with-ystem-regex --with-config-file-path=/usr/local/lib --enable-track-vars --enable-thread-safety --with-oci8 --with-oracle --enable-sysvsem --enable-sysvshm --with-zlib

but. this generated too much compile error...
I tried to remove option with one per 1 try.
and finally. as soon as removing '--enable-thread-safety',
I've succeeded.
