Im running Apache on my server (Testing configs before installing FreeBSD) and when I install PHP for it, it says it cannot edit the httpd.conf.  I already know it cant do that, so I read the install instructions.  The module line calls a c:/php/sapi/php4apache.dll   There is no SAPI directory nor is there a .dll of this name.  =\

As it says on the downloads page, the windows installer  
version only installs the CGI. The install.txt file gives  
instructions for editing httpd.conf to use php in CGI 
mode.
