number_format() should be documented in string functions, not in math functions.

It returns string,  See also -line says: sprintf(), printf() and sscanf()

It has nothing to do with mathematics, it's about formatting.

Finally the best reason of all to move the description to string functions: I couldn't find the documentation for it.
