strtotime() simply can't parse the following timeformat:
"2002-06-25 16:56:36.811799+02"
This timeformat is new to PostgreSQL 7.2.1
The History entry reads "Add precision to TIME, TIMESTAMP, and INVERVAL data types (Thomas)"

Fixed in CVS (for PHP 5), might also be in PHP 4.3.4.
