I have encountered a situation where parse_url does not properly gather the correct path. By calling parse_url with a value of "http://www.nowhere.net/site/Toggle..#-A-N/b/Bacon.txt", it wil return "/site/Toggle.." and NOT "/site/Toggle..#-A-N/b/Bacon.txt". I've tried URL encoding the string but it will not parse then.
