I download HTML Manual for Japanese.

but I can't read this html.

This file's Japanese code is not shift-JIS,JIS,EUC,Unicode...

html source tag & English codes I can read.
Japanese codes I can't read too.

I don't have problem with the file.

It's encoded by UTF8.

If you are using personal web server or like,
you may need to set correct Charset header, though.

Or file was broken temporarily?
