Basically same problem as bug #9041. Problem reappearing again.

I thought the patch was applied, but the code in cgi_main.c is different now (line 724).

This has been fixed in the CVS. The fixed code will be part of PHP 4.2.0. Or if you cannot way you can try a snapshot from http://snaps.php.net/
