i don't understand that

i'm using 4.1.1pl1

-rw-------   1 wwwrun   nogroup       217 Feb  5 17:35 sess_ee084b09620f64523243ee61beae8b01

so he has the right to write i think

another problem is, that some pages don't open. for example phpmyadmin 2.2.3

the old phpmyadmin 2.1.0 goes great

perhaps i just configged something wrong

but don't know what it could be :(
