When I go to this page on the website:
http://www.php.net/manual/en/function.error-reporting.php

Then click on any of the error constant links, such as E_USER_ERROR, which will take me here:
http://www.php.net/manual/en/phpdevel-errors.php#internal.e-user-error

The text on that page is so HUGE that I can't even fit one line-height in my browser (Netscape 4.78) window.  What's weird is the text at the top of that page (starting at E_NOTICE) is sort of large, but I can still read several lines of text in the browser window, but the further down the page I go, the text gets larger and larger, so that toward the half-way point, the text is way to large to even fit one letter of a sentence/word in my entire browser window (17" monitor set to 800 X 600 res.).  It's almost like the text size is compounding from line to line.  I haven't surfed around any more of the site to see if this problem exists elsewhere, but if this is a stylesheet issue, I'm sure it does.

One more issue, on this bug-reporting page.  Why is a password required, but when you type it in, it displays normal text, instead of the stars you should see in a password field?

So, it would be my fault for the stylesheet stuff.

but, what is concerning, is that i can't reproduce this. The only way i can get anything near it in my Netscape browser is if i make the font size go to 1000%.

i'm confused.

Hmmm....  Don't know what to tell you.  My browser font settings are definitely not at 1000%.  They are probably at 100%.  Are you testing with Netscape Navigator 4.78?  I don't use IE....

this was fixed by removing the 'text-size: 90%' on the p element. (i was able to reproduce this using netscape 4.7 on linux.)
