Ok. I found the reason and can fix it now.

It try to find session module *before* registering.
I guess it is due to module initilization order has been changed. 
(I could use mm module at leat with 4.0.6, IIRC).

Questin is:
Should it be fixed in session module or
module initilization order should be fixed...

Since session module is initilized at first, there is no way to register external session module. This is critical, I think.

My description is not correct.
There is  a way to use external session save handler module.
i.e. session_module_name()

Move the stuff in MINIT to GINIT, and it shold work again.
I was looking into that, but forgot it afterwards.
