I got the same error, however I was only compiling with:
  ./configure --with-mysql=/usr/local \
              --with-apxs \
              --without-gd

I believe it is an error with the libtool provided with PHP 
in conjunction with apxs and Apple's 'ld' because I can get 
it to compile fine with --with-apache=../apache_1.3.22 
instead of --with-apxs
