Configure doesn't seem to search /lib for db-3.so.  On RedHat 6.2 (and above?) systems db3 is installed in /lib not /usr/lib.

I tried specifying --with-db3=/ and that didn't seem to solve the issue.

Not a bug. You need to install the devel package also:

db3-devel-3.1.17-4.6x.i386.rpm
