There does not seem to be any usable information on how to compile PHP for the windows
platform. It also depends on something called libbsd which is not mentioned anywhere
except within the project files for windows.

If you are going to have an open source version of PHP for Windows, please describe
how to build it and what additional components are required and where to get them.
The partial list in the FAQ is not only incomplete, some of the links are not valid.

I'd really appreciate it if someone would respond to this!

You make it sound like it is some sort of conspiracy that there aren't detailed build instructions for WIndows.
It isn't.  There is very little demand for such instructions, and despite your implication, there is no God-given
right to decent documentation of any software, including opensourced stuff.  A bit of searching through the
mailing list archives would probably turn up something though, or you could post a polite query to
the php-dev list.
